Does ICT for development really get what technology can do?

Simeon Oriko of The Kuyu Project has an interesting blog post  LET GEEKS RULE: Why ‘techies’ should be considered as stakeholders and not as ends in themselves that basically raises the point that groups working on development rely on technology but not enough on technologist.

At the recent ICTD2010 conference I heard the word "pilotitis" coined to mean a lot of little pilot tech projects starting and stopping with no common organization of effort or results.  I think pilotitis is what Simeon is talking about.
